The rules are not clear and unified. The university has established regulations for the handling of public research funds and for preventing misconduct in research activities, which stipulate necessary matters.
The rules are not known to those involved. Distribute the Regulations for Handling Public Research Funds and the Regulations for Prevention of Research Misconduct to all members involved in the operation and management of competitive funds, etc.
There is a lack of awareness among those involved regarding the issue of misuse of research funds. When researchers apply for competitive funding, they are required to take research ethics training (CITI Japan e-learning program) before applying, and the compliance promotion officer will keep track of their participation.
There is no reporting system in place for those inside or outside the corporation regarding the use of research funds. A reporting hotline will be set up in the General Affairs Department.
There are no regulations in place regarding investigations into the misappropriation of research funds or research misconduct, or regarding disciplinary measures once such conduct is identified. We have established regulations for the handling of public research funds and regulations for preventing misconduct in research activities, which stipulate how to respond if misconduct occurs and what disciplinary measures to take if misconduct is confirmed.
There is no mechanism in place to verify the status of budget execution. Three months before the end of the research contract, the Compliance Promotion Officer will check the status of execution. For funds that have been executed less than 50%, the researcher will be interviewed and appropriate execution will be considered.
There is insufficient confirmation of payments to vendors. As proof of payment, attach and keep the transfer request form and the transfer notice. The transfer notice can be replaced with a copy of your bankbook.
There is no system in place to check ordering status, such as frequent transactions of the same vendor or item. The compliance promotion officer will check the order status.
There is insufficient checking of ordering and inspection work by persons other than the parties involved. The person with the authority to approve or a person designated by the person with the authority to approve will place an order and inspect the goods based on the request from the researcher, and will hand over the goods to the researcher. If the researcher himself/herself makes the approval, the Chief Administrator or General Administrator will check and inspect the goods.
There is not enough understanding of the status of researchers' travel plans. In the business trip expense application form, you must detail the business, schedule, and route, and also report the progress of the business, including 1) when, 2) where, 3) with whom, and 4) what was done.
